Appointments to the Council on Tribunals

The Secretary of State for Constitutional Affairs and Lord Chancellor, Lord Falconer, and the Scottish Ministers appointed three new members to the Council on Tribunals today.

Mrs Susan Davis CBE, Dr Jonathan Spencer and Mrs Pat Thomas were each appointed for four years from 1 December 2005.

The appointments were made with the consent of the Commissioner for Public Appointments and in accordance with the Commissioner's Code of Practice. Remuneration for the posts is currently £11,556 per annum.

Mrs Davis is Chair of Telford and Wrekin Primary Care Trust and Councillor (Labour) for Dawley Magna Ward, Telford and Wrekin Council. She has been involved in senior elected local government for 20 years and recently served as Cabinet Member for Resources in the Borough of Telford and Wrekin. Before the creation of the Unitary Authority in 1997 she was leader of Shropshire County Council, having served on the Council since 1981. From 19982004 Mrs Davis was Deputy Chair of the Advantage West Midlands Regional Development Agency.

Dr Spencer was a civil servant from 1974 to 2005. For the last three years he was Director General Clients and Policy at the Lord Chancellor's Department (LCD)/ Department for Constitutional Affairs (DCA). Previously he was Director General and Departmental Board Member at the Department for Trade and Industry (DTI). Amongst other tasks at the DCA he was responsible for the work leading up to publication of the White Paper on Tribunal reform. Over the last 30 years he has worked in a wide variety of government roles in the DTI, Cabinet Office and LCD/DCA.

Mrs Thomas has been Local Government Ombudsman for 20 years. She has been Vice-Chairman of the Commission for Local Administration in England since 1993. As an academic lawyer, she has held posts at the University of Leeds, the University of Illinois and Preston/ Lancashire Polytechnic.
